This is the investigation interview record of Zahra Howard , an eyewitness to the killing, and friend of the victim.  As you can read in the statements below, she admitted that she could not identify Jimmy Dennis as the shooter.

We are questioning you concerning the shooting death of Chedell Williams

Q-Zahra, you gave a statement to police on Tuesday 10/22/91 after the shooting and you gave a description of the male that shot and killed Chedell Williams. Do you remember this ?
A-Yes.
Q-Would you be able to recognize this male?
A-I think so
Q-Take a look at the photos in this photo spread and tell me if you recognize anyone? (spread # 1)
A-This one looks like the guy but I can't be sure. (pointing at photo #1-PPN-728950 James Dennis)
Q-What guy does he look like?
A-He looks a little like the guy that shot Chedell.
Q-Can you be sure if that is in fact the guy that shot Chedell ?
A-No

Q-Do you think you would be able to recognize the car the males that shot Chedell used?
A-Maybe, I only saw the back.
 

As you can see from this statement, Zahra Howard herself was unable to positively identify Jimmy Dennis as the assailant, though she later told people that police had badgered her into identifying someone.
