Dear Ms. Blackford,

Please find enclosed a copy of a letter from attorney Mr Andre M Herron (whom is my appointed co counsel in my current Death Penalty appeal.) dated September 16th, 1999 relating to and enquiring about the  'specifics'  as to why Mr Deitch was suspended from the practise of law and placed on probation several times.  To date I've not recieved any information or documentation related to these matters.   It should also be noted that Mr Herron failed to inform you (and mr  Sanchez September 9th, 1999) that Mr Deitch was previously appointed to represent me in my first Death Penalty appeal (which resulted in a "partial reversal."
I've also enclosed a copy of a letter written and mailed to the Attorney Generals' Office (Mrs Nancy L ---) requesting copies of my police reports as well as the police reports of the alledged co defendant.  Sheila -- Anders, as stated in this letter to Ms Palmieri, neither the lead appointed attorney (Mr Alister McAlister) or Mr Herron have ever seen nor reviewed either police reports from March 4th 1979 -  the statements initially made by Ms Sheila Anders (alleged co-defendant) will clearly state that I'm innocent of the charges that resulted in  my being convicted and sentenced to California Death Row.  It should be noted as well that Mr. McAlister has already filed any "appelate opening brief', with the courts (without the information contained in either of the original police reports.
Your records will also reflect that yet another that had been appointed to  represent me in my death penalty appeal - Mr Keith Hudson Long had also been suspended from the practise of law and placed on probation) - This occured during the time frame that Mr Long was appointed to represent my 'partial reversal.'  Documents will confirm that Mr. Long was suicidal, a manic depressant and alcoholic.  (A member of Alcoholics Anonymous.)
In closing I'll appreciate your office filing this communication and enclosures as well as 'stamping' that these have been recieved by your office and returning a 'filed copy,' to me at your earliest convenience along with the specifics as to 'why' Mr Phillip Deitch had been suspended and placed on probation - and I appreciate your assistance in this matter. Dear Mary Jameson - Deputy Clerk,

Please find enclosed copies of the California Supreme Court minutes from August 16th 1994, (case #5040405) "California State Bar Association" September 14th, 1999 certificate (Membership records) and September 16th 1999, Andre M Herron ( attorney ) letter of
inquiry to Mrs Charlotte Blackford - all related to the suspension and probations of formerly appointed Death Penalty attorney, Phillip Deitch.
To date neither ms Blackford or Ms Herron have responded to my urgent requests for the specifics as to "WHY" Mr Phillip Deitch was suspended from the practise of law and placed on probation numerous times.
Also enclosed a copy of my November 9th, 1999 letter to the Attorney General office of California (Nancy L Palmieri) requesting copies of my police reports, as well as the police reports of the alleged co defendant  Sheila Lynn Anders (case # IER6219, 5080378 from March 4, 1979), you'll note that neither ofthe currently appointed attorneys have ever seen or
reviewed these police reports -- however, both Mr Alister McAlister  and Andre Herron have prepared the Habeas Corpus which was submitted to the courts in my death penalty appeal.
You'll find enclosed as well, a copy of my November 21st, 1999 letter to the State Bar of California (Charlotte Blackford) again  requesting documents that would reflect the specifics as to why attorney Phillip Deitch was suspended from the practise of law and placed on probation several times - Ms Blackford has failed to respond to my request to date.
Also enclosed a copy of an August 21st, 1999  communication from Justice Denied (Ms Clara A Thomas Boggs)  which states that "you have provided us with enough details to suggest that you are  innocent." - you may be interested in being informed that the police reports by the alleged codefendant Sheila Lynn Anders clearly states that I'm innocent of the charges for which I was arrested, convicted, and sentenced to the death penalty in Riverside, California in 1979.
You'll wish to be informed as well that I'd written to the Supreme Court of California several years past, requesting that lead appointed counsel Alister McAlister as well as Herron be relieved as my appointed attorneys and be replaced - you'll find this communication in your
records file.
In closing, I respectfully request that your office acknowledge reciept of this communication and the enclosed seven (7) pages of documents /letters by returning a stamped 'recieved' copy of these enclosures at your earliest convenience, and I thank you in advance for your
professional assistance.
